In order to thoroughly implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the deployment of the outline of the 14th five year plan, and deepen the price mechanism reform in key areas during the 14th Five Year Plan period, the national development and Reform Commission recently issued the notice on the action plan for deepening the price mechanism reform during the 14th Five Year Plan period.
According to the action plan, deepening the reform of China’s price mechanism in the “14th Five-Year” period should be guided by Xi Jinping’s new socialist ideology with Chinese characteristics, focusing on the goal of helping to achieve “carbon summit and carbon neutral”, promoting resource conservation and environmental protection, improving the quality of public service supply, better protecting and improving people’s livelihood, and further promoting price reform. We should improve the price regulation mechanism and enhance the ability of price governance. By 2025, the prices of competitive fields and links will be mainly determined by the market, the scientific pricing mechanism of network-based natural monopoly links will be fully established, the price formation mechanism of energy resources will be further improved, the price regulation mechanism of important livelihood commodities will be more perfect, the price policy of public services will be basically improved, and the price policy system that meets the requirements of high-quality development will be basically established.
The action plan clearly focuses on strengthening price regulation and promoting the price reform of energy, water resources and public services.
